Meaning, there's no quest or sure-fired way to get the exotic chest armor introduced in Shadowkeep.

I think they both fit their roles well, but Stormdancer's Brace might be the way to go if you can build super energy quickly. Otherwise, Crown of Tempests is still really good for taking advantage of neutral game abilities.
